The article proposes an approach to designing territorially branched road networks and their associated engineering structures as an integrated system. The approach is presented as a step-by-step algorithm that includes assessing the transport demand of a region divided into economic zones, representing the road network through a graph model, and performing a multicriteria evaluation based on accessibility, network robustness, and construction cost. The proposed methodology was conditionally tested using the example of “Region A,” and the results indicated a 27–35% increase in the overall accessibility index
